If you do wish to make a complete IDE build, your best bet is to use Ant. The NetBeans IDE can be built using Ant scripts included in the sources. For details:

Installing & Running Builds

NetBeans builds come as *.zip files you unpack to use. You may also get a wizard-based installer. Generally these are pretty straightforward to use: unpack the ZIP, go into the netbeans/bin subdirectory of the installation, and run either runide.sh (on Unix) or runide.exe (on Windows) to start the IDE.
